Promotion of Library Automation and Networking in North-Eastern Region (PLANNER) is a biennial convention dedicated to enhancing academic libraries in Northeast India through automation and networking. Organized by INFLIBNET Centre in collaboration with regional universities, it began in 2003 at North-Eastern Hill University.
Over the years, PLANNER has been hosted by institutions such as Manipur University, Assam University, Mizoram University, Gauhati University, Nagaland University, Tezpur University, Sikkim University, Dibrugarh University, Tripura University, and Rajiv Gandhi University. The convention provides a platform for librarians, academicians, researchers, and students to exchange ideas on modern library practices. 13 th Convention PLANNER 2026 is being organized by INFLIBNET Centre, Gandhinagar, in collaboration with Gauhati University, Guwahati, from November 18–20, 2026.
The Information and Library Network (INFLIBNET) Centre, Gandhinagar, is an autonomous Inter-University Centre (IUC) of the University Grants Commission, New Delhi (Ministry of Education, Govt. of India). It is a major National Programme initiated by the UGC on 27th February 1991 as a project under the IUCAA; it became an independent Inter-University Centre on 16th May 1996.
The INFLIBNET Centre is involved in modernizing university libraries in India using state-of-the-art technologies for the optimum utilization of information. Major activities and services of the Centre are geared towards the modernization of academic libraries and information centres, to promote information transfer and access and to support scholarship, learning and academic pursuits. The Centre acts as a nodal agency for networking of libraries and information centres in universities, higher education institutions, and R&D organizations in India.
